Second Lt. Melissa Huffman, a collections analyst at the Joint Space Operations Center at Vandenberg Air Force Base, Calif., reviews data received on the Delta II site there. The purpose of the JSpOC is to provide a focal point for the operational employment of worldwide joint space forces, and enable the commander of Joint Functional Component Command Space to integrate space power into global military operations.

JSpOC receive data from the American space tracking radars and telescopes, among other sources, and through a long-standing data-sharing agreement, alert ESA whenever a conjunction involving an ESA mission appears possible.
