To guarantee fair access to its programmes for all categories of companies, ESA has designed and implemented a set of clauses, known as the 'C1-C4 clauses', which are applied to certain types of procurements.

A detailed description of all C1–C4 clauses is available here.

To see all currently open as well as Intended Invitations to Tender which have a C-clause applied to them, visit esa-star Publication, ESA's tendering system, and follow the steps below:

  1. Go to esa-star Publication
  2. Access 'All ESA Tender Actions'
  3. Open the 'Filters' area and select one or more C-clauses under the heading 'Industrial Policy Measures'. Click on 'Apply' to see the result.
  4. To see the tender documentation for issued ITTs, please log in with your esa-star credentials. If your company is not yet registered as an entity with ESA, go to esa-star Registration and complete the registration process. Instructions about how to become a registered entity are available here.

Please note that registered esa-star users can also access ESA tenders in open competition (and search for the C-clauses applied) via the 'Tenders Actions' area in esa-match.
